After the war, when many nations fought to rebuild their destroyed economies, it is easy to see why protectionist elements were incorporated into the drafting of the Chicago Convention. The Treaty has determined that no scheduled international air service may be provided over or to the territory of a State Party without the express authorization of that State Party. The bilateral system is based on the Chicago Convention and related multilateral treaties. The Chicago Convention was signed in December 1944 and has regulated international air transport ever since. The Convention also contains a number of annexes covering issues such as aviation security, security oversight, airworthiness, navigation, environmental protection and facilitation (acceleration and departure at airports).
